Actual photo of the gala/ New Year's party - Faux capiz shell garland draped over tree branches. I borrowed buckets of sand from the City of Hopkins to stabilize the branches, then covered bucket with large burlap coffee bean bags. The faux capiz shells involved five layers of waxed paper ironed, circled puch then sewn up middle for garlands. I used 75 rolls of waxed paper to decorate 10 trees. Results were magical. I will forewarn you that making these garland took three weeks of time.
