Substitute government: WW2 has been lost but after the suicide of Hitler, Dönitz formed a new government. It ended in Flensburg on May 23, 1945, when the members of this government are arrested. Albert Speer, Karl Dönitz and Generaloberst Alfred Jodl after their arrest.
